An Office of Special Investigations (OSI) intelligence information report (IIR) recorded a civilian's account. At night in March 2023, somewhere in the Pacific Time Zone, the civilian watched a large, blue, featureless triangular object for about eight minutes. Bright "whitish blue" light came from several points along its edge. It hovered near a national security facility for about three minutes, then "backed up" higher in a jerking or jumping way that the reporter thought unlike smooth jet propulsion. The reporter "didn't think" it was a drone. The report says the observation was "obtained by" a personal cellular device, which suggests a phone recording, but the file does not say whether any image exists. The released file is the email chain that cleared an unclassified summary of the IIR. The IIR itself and the draft report it mentions are not released. *Method note: war.gov blocks this server. The file was read from the original PDF served by the ufotransparency.com mirror. It is an email chain about clearing an unclassified "tearline" summary for release, not an original sighting report. Quotations come from the PDF text layer. Redactions are shown as [redacted].*

  • ●●
No gain sought Reported to OSI, not the press.
  • ●●
Restraint "Didn't think" it was a drone; the report flags what he didn't observe.
  • ●○
Access Watched from near the facility for eight minutes.
  • ●○
Independent convergence Triangles near sensitive sites recur in released reports.
  • ●○
Checkable details check out The OSI IIR is released.
  • ●○
Fits the documented skeleton Matches the documented pattern of incursions near national security sites.
Against
  • −
Lone source, no corroboration One civilian; the phone recording isn't released.

Plausibility weighs how well an account fits where secrecy hides the documents by design, so missing records never count against it. Strength measures what is documented. Assessed 2026-10-23.

On the record

  • "Reported Appearance: An individual reported observing a large blue featureless triangular object with a solid, unwavering silhouette emitting powerful "whitish blue" light from multiple points along its perimeter." (DOW-UAP-D51, p. 4)
  • "The reporter described the object as "hovering" stationary above or near a national security facility for approximately three minutes. They then reported observing it move to a position higher in their field of view." (DOW-UAP-D51, p. 4)
  • "The reporter characterized the object's motion as "backing up" in a "jerking" or "jumping" manner inconsistent with "smooth" jet propulsion." (DOW-UAP-D51, p. 4)
  • "They stated that they "didn't think" the object was a drone." (DOW-UAP-D51, p. 4)
  • "The reporter also commented on behaviors and capabilities they did not directly observe." (DOW-UAP-D51, p. 4)
  • Event summary: "Location: Pacific Time Zone"; "Date: March 2023"; "Time of Day: Night"; "Duration: Approx. 8 minutes"; "Reporter Type: Civilian"; "Obtained by: Personal cellular device"; size "Large", shape "Triangular", colour "Blue", altitude and speed "Not reported". (DOW-UAP-D51, pp. 4-5)

Claims

A large, featureless blue triangle with bright lights around its edge hovered near a national security facility for about three minutes. (firsthand; an unnamed civilian, via an OSI IIR; anonymous)firsthandSourced, unconfirmed
It then moved higher with a jerky, "backing up" motion unlike a jet, and was watched for about eight minutes in all. (firsthand; same)firsthandSourced, unconfirmed
It was probably not a drone. (firsthand opinion; same: "didn't think" it was)firsthandSourced, unconfirmed
It had no flight path, data-collection capability, vapour trail or "cloaking". The summary itself says these were things the reporter did not directly observe. (speculation; same reporter)speculationSourced, unconfirmed
