Germany's UFO paper trail, 2008–2023
German governments have answered UFO questions since 2008 with denials: no files (2008), no federal statistics or first-contact protocols (2018), no object ever declared a UFO (2021), nothing detected by reconnaissance drones (2023). The Bundestag's own research service wrote in 2009 that the denial says nothing about past studies and that German agencies plausibly did study UFOs; that paper came out only after a federal court ruling in 2015. A BND file titled 'UFO' from 1986 (see Puttgarden) shows the 2008 'no files' answer was not the whole story.
