Executive Order 12036: NSC review of special activities

President Carter's Executive Order 12036 of 24 January 1978 reorganised US intelligence and required the NSC's Special Coordination Committee to review every 'special activity' (covert action). In UAP Gerb's model this is the first fork: the control group could no longer dodge NSC review, so the program scattered into cover programs, FFRDCs and the Air Force's outside activities (his reasoning).
