Riding a train through Soviet Azerbaijan, Senator Richard Russell, chairman of the Senate Armed Services Committee, saw a glowing object rise steeply from the ground, then a second. He woke his aide and an Army officer, who saw it too. The CIA debriefed all of them on their return. The newly released memos record a 'greenish-yellow' luminous craft. Analysts concluded it was 'probably' a steep-climbing aircraft or missile, while admitting the evidence did not settle it.
