After the Washington sightings, the CIA convened scientists under physicist H. P. Robertson to review UFO evidence. Over four days they recommended a public education campaign to 'debunk' saucers and suggested civilian UFO groups be watched. Many researchers see this as the start of the official policy of ridicule that kept pilots and witnesses silent for decades.
