NSA confirms a TOP SECRET 'Aquarius' record (1986)

In a FOIA reply of 15 April 1986 the National Security Agency said it had found a record about 'Project Aquarius' classified TOP SECRET and withheld it. That confirms only that a classified record with that name exists. The 'Aquarius document', tied to Richard Doty and Bill Moore in 1980–83, says a programme to fly recovered craft began in 1972; its content is disputed, and Moore later called it a retyped real AFOSI message with additions. George Knapp cited the NSA's reply in his November 1989 report before naming Lazar.
