A triangle hovers over Russian naval vessels off Kamchatka (Immaculate Constellation brief)

In a classified Immaculate Constellation capabilities brief from about 2018, Matthew Brown saw a case in which a large triangle appeared at night a football field or two above a group of Russian naval vessels, including a known intelligence ship, off what he believes was Kamchatka. It hovered tilted, drew no reaction from the ships, and vanished. The brief's analysis said the Russians had been waiting there and knew it would come. Brown's own guess is a pre-arranged meeting or transfer. The IC report entered into the Congressional Record in 2024 describes what is probably the same event.
How plausible · Very high

- ●●Access He read the brief himself on a classified system.
- ●●Cost of speaking Named; reprisals including a break-in at his home.
- ●●No gain sought Says coming forward brought him only downsides.
- ●●Restraint Hedges the location; flags the meeting idea as his own speculation; won't call it non-human from the brief alone.
- ●●Character record Official whistleblower who reported through channels and briefed Congress; his report was State Department-cleared.
- ●●Fits secrecy practice SAP spillage, deleted after he reported it; triangles seem sequestered from the reporting stream.
- −Lone source, no corroboration One witness, describing one slide.
Plausibility weighs how well an account fits where secrecy hides the documents by design, so missing records never count against it. Strength measures what is documented. Assessed 2026-10-24.
