Matthew Brown on Immaculate Constellation, agreements and hybrid programs
Jesse Michels' three-and-a-half-hour interview with Matthew Brown, the former OUSD(P) counter-WMD policy adviser behind the Immaculate Constellation report. Brown tells how he found the IC brief around 2018 while cleaning file shares, was told to delete it, and was turned away by the SAPCO before the file vanished. He describes the program as an ISR mission tasking existing sensors, with a hub at Schriever, and its first case: a triangle over Russian naval vessels off Kamchatka that the Russians seemed to be waiting for. He passes on legacy-program lore of a two-term Truman/Eisenhower-era agreement and Nixon/Ford-era privatization, names Amentum's special-project hangars at Pax River, and describes the break-in at his home. The second half is mostly his own analysis, which he labels as such: psionics, breeding, mind interfacing and extended electrodynamics.
Overview
- Brown, firsthand: finding the IC brief and the buried spill report; the brief's ISR mission, Schriever hub and Kamchatka triangle; near-real-time video sharper than any release; the ICIG hint; the break-in; Vanguard Enterprise.
- Anonymous, via Brown: IC is an old NSC-owned mission; the two-term agreement and Nixon/Ford privatization (legacy-program oral tradition); Northrop's corporate-security enforcers; Amentum's Pax River hangars.
- His analysis, flagged as such: a pre-arranged meeting off Kamchatka, reverse-engineering successes, breeding for psi, mind interfacing, extended electrodynamics, media liaisons.
- Where he draws the line: the State Department-cleared report and inferences from it.

- FOIA searches on 'advanced reconnaissance vehicle' (TRW), as Brown suggests.
- The names of the brief's editors, which Brown says he gave to Congress.
- The police report of the break-in at Brown's home.

- The 'Sirius' program and NGA 'Marsupial' (no comment from Brown).
