This is a one-page Range Fouler debrief from the 77th Expeditionary Fighter Squadron, the same squadron as the F-16 report in DOW-UAP-D20. It was filed by an O-3 during a night defensive counter-air mission at 26,000 ft. The controller "KINGPIN" ordered an identification of an unknown contact. The pilot got a radar lock and targeting-pod video but could not close to less than 16.9 NM. The pod showed two infrared-significant contacts, one circling the other, which then vanished "in 1/30th of a second", about one frame of 30-frames-per-second video. The pilot made a visual "tally" of two red blinking strobes and received noise jamming, shown as two chevrons. The form ticks metallic, balloon-shaped, other shape, opaque and reflective. No explanation is offered. *Method note: war.gov blocks this server. The form was read from the original PDF served by the ufotransparency.com mirror. It is a one-page scanned form with a poor OCR text layer, so the quotations were read from the page image. Checkbox values are given as ticked on the scan. Redactions are shown as [redacted].*

Plausibility weighs how well an account fits where secrecy hides the documents by design, so missing records never count against it. Strength measures what is documented. Assessed 2026-10-23.
