GAO testimony on Lockheed's special-access document control (24 July 1986)

On 24 July 1986 GAO's Frank Conahan told a House oversight subcommittee that Lockheed's control of special-access documents was poor and that Defense Investigative Service inspectors had been kept out. An inventory found 1,460 discrepancies among about 40,000 documents, with dozens destroyed or moved without record. UAP Gerb reads this as the 'audit' that, in the Wilson-Davis notes, nearly exposed a crash-retrieval program.

On the record

  • 1,460 discrepancies in about 40,000 documents; 46 destroyed and 17 transferred without record.
  • DIS barred from its semiannual inspections.
