Notes attributed to physicist Eric Davis describe a 2002 meeting with Vice Admiral Thomas Wilson, former head of the Defense Intelligence Agency. In them Wilson recounts finding a private aerospace contractor running a crash-retrieval reverse-engineering program, and being told by the program's managers that he had no 'need to know'. To many researchers, it is the clearest description of how a legacy program could hide inside a corporation, outside congressional oversight.
