Robert Low's 'trick' memo on the Condon study (1966)
In 1966 Robert J. Low, the Condon committee's project coordinator, wrote to University of Colorado administrators that 'the trick would be' to make the Air Force-funded UFO study look objective to the public while signalling to scientists that the team expected to find nothing. The memo, found and publicised by physicist James McDonald, is a documented case of a conclusion set before the findings. The Condon report closed Blue Book in 1969.
On the record
- The memo text, quoted by McDonald and in later histories.
- Condon's 1967 'not supposed to reach that conclusion for another year' remark.
Open questions
- Did Low serve with the CIA, as Gerb says?
