The Origin of the UFO Stigma
A history of how official programs built the UFO stigma, from Twining's 1947 letter through Grudge, the Samford press conference, the Robertson Panel, AFR 200-2, the 1966 Ford hearing, the Condon committee with Robert Low's 'trick' memo, and the National Academy's 1969 endorsement. Most steps are documented. Gerb's conclusion, that this was a deliberate cover layer while real study went on elsewhere, is his own reading and fits the db's 'cover layer' narrative.
Overview
- Spine: Twining 1947, Grudge 1949, Samford 1952, Robertson 1953, AFR 200-2, Ford hearing 1966, Condon and Low, NAS 1969.
- New to the db: the Low memo, Page's 1993 statement, Fournet's briefing, AFR 200-2.
- Gerb's reading (hyp): a cover layer while real research went on.
On the record
- Twining memo (1947), Samford press conference (1952), AFR 200-2 (1953), the 1966 HASC hearing and the Low memo are all documented.
Open questions
- Did Low serve with the CIA, as Gerb says?
Leads to follow
- Thornton Page's 1993 statement in full.
- Bower's refusal to let Ruppelt brief CIA OSI: find the record.
