The squeeze

The technology slipped out of the government's hands. After 1978 the control group scattered, and the craft, the material and the people who understood them settled inside a few private companies, which became the real holders of the secret. Telling the whole truth now would be too embarrassing. Meanwhile other countries ran their own programmes for seventy years and now fly their craft over military bases with impunity. Disclosure is coming bit by bit as a squeeze: testimony, an eminent-domain clause, hearings, releases and a waiver, all pressing the holders to hand the technology over or face prison.

NRO and UFO legacy programs, 2025
I think in 1989 there was sort of a loss of control over some legacy programs internally, and that might have spiraled into some corporate programs that maybe operated with a lack of oversight, kind of rogue programs.
UAP Gerb’s reasoning
The 80-year timeline
Centralized legacy leadership would slowly lose control over program offices, assets, materials, records.

It has morphed, transitioned into it being largely under the aegis of the contractors. If you do something within the government, eventually it can be accessed by FOIA.

Some kind of qualified conditional amnesty where you give the private aerospace companies an opportunity to reveal what they know within a certain time period. Otherwise, they face criminal sanction and possibly confiscation of the assets.

I'm very confident there has been blue on blue on red kinetic action between adversarial human retrieval teams.
UAP Gerb’s reasoning
post-hearing live stream, Nov 2024
In two fiscal years 34 billion and then 40 billion in non-transfer authority funds were kind of issued back channel to legacy programs under the Air Force.

The claim, in UAP Gerb’s words

“It slipped their hands. The companies that hold the technology went their own way, other countries built their own and now fly over our bases, and disclosure is the squeeze to get it back.”

UAP Gerb's thesis, read across 68 of our recordsGerb's own version is narrower: the government kept the core through its labs, and only some corporate programs went rogue after 1989.

How to read the tree

The trunk is government custody. Below the holders hang three things that keep them going: the money, the teams that fight each other over craft, and the filter between them and Congress. Above the squeeze, the executive track is the White House acting on its own.

The trunk is government custody. The private holders fork away below it in 1978, when Carter's order brought covert activity under review. The squeeze grows above the holders from 1997, the first time a holder refused the government on the record. The rivals' branch grows from 1967, and in 2022 it puts out a branch of craft over the bases.

Where Gerb stands

Gerb is the voice of this narrative, and his version is the careful one. He does not think the corporations run everything. In his model the government kept the core through government-owned, contractor-operated labs. Around 1989 it lost control of some programs, and those became corporate programs without oversight, "kind of rogue", Lockheed Martin and Northrop Grumman above all. The tree follows that: the holders' branch is drawn as his reasoning, and each dot on it carries its own grade.

Open threads

  • Amnesty or confiscation? Coulthart argues only a full amnesty will bring the companies forward.
  • Who decides to give it back? The eminent-domain clause was cut in 2023 and reintroduced; the NDA waiver covers administrative penalties only.
  • What happened to the BAASS vault and its contents?
  • Are the craft over the bases the rivals' own, as this narrative reads them, or something else? Each case keeps its own reading.
