Part of what it adds up to · step 4 of 7, “We caught some of it and hid it”
The squeeze
The technology slipped out of government hands, the companies kept it, rivals caught up, and disclosure is the squeeze to get it back.

The technology slipped out of the government's hands. After 1978 the control group scattered, and the craft, the material and the people who understood them settled inside a few private companies, which became the real holders of the secret. Telling the whole truth now would be too embarrassing. Meanwhile other countries ran their own programmes for seventy years and now fly their craft over military bases with impunity. Disclosure is coming bit by bit as a squeeze: testimony, an eminent-domain clause, hearings, releases and a waiver, all pressing the holders to hand the technology over or face prison.

“It slipped their hands. The companies that hold the technology went their own way, other countries built their own and now fly over our bases, and disclosure is the squeeze to get it back.”

Custody
The material is the government's, held through the NSC, the Air Force and the labs.
“It has morphed, transitioned into it being largely under the aegis of the contractors. If you do something within the government, eventually it can be accessed by FOIA.”
1972Handed to the primes under NixonCoulthart's sources (33:13): DOE handed craft to private aerospace companies by the 1970s, under Nixon, with no legal framework for who owns them. The companies treat it as their intellectual property.Unnamed insider
Chapter 2 · 1978 to 1996
Slipping
Oversight arrives, the control group scatters, and the work settles inside five companies.
“Some kind of qualified conditional amnesty where you give the private aerospace companies an opportunity to reveal what they know within a certain time period. Otherwise, they face criminal sanction and possibly confiscation of the assets.”

The squeeze
Testimony, eminent domain, hearings, releases and a waiver close in; the White House starts working around the program and amnesty or confiscation is on the table, while foreign craft cross the bases.
“In two fiscal years 34 billion and then 40 billion in non-transfer authority funds were kind of issued back channel to legacy programs under the Air Force.”
