The Groom land seizure

In 1984 the Air Force closed about 89,600 acres of public land in the Groom Range around Area 51, cutting off the hills from which the public could see the base; Congress ratified the seizure after the fact in Public Law 98-485. At the House hearings Rep. John Seiberling asked by what authority it had been done. By George Knapp's account, the Air Force witness said the authority was 'much, much higher' than the Air Force and could be explained only in a closed briefing.
