Project Capella: the BAASS UAP data warehouse proposal (10 December 2008)
The December 2008 proposal for Project Capella, the UAP data warehouse built for BAASS under the DIA's AAWSAP contract. Its author, redacted as AAP Person 5 of Documatica Research in San Francisco, plans to load the NIDS catalogue, every new BAASS case and foreign government catalogues, classifies UAP behaviour, and writes that during an observation 'the UAP is a real, physical, material object'. The author's described history fits Jacques Vallee, who has said he designed the warehouse, but the document does not name him.

On the record
- DOW-UAP-D167, 42 pages, 10 December 2008, 'Report no. 001 to BAASS'.

Open questions
- Is the warehouse still held by a US agency, as George Knapp has said?
