The 'committee of 27'
A mixed government and industry group of about 27 people said to have taken control of the crash-retrieval program in 1994, out of fear that President Clinton would disclose it. UAP Gerb heard this from his own unnamed sources, independent of Eric Davis, and a group of 27 also comes up in the documentary 'The Age of Disclosure'. It is anonymous testimony with no document behind it.
