Swann's account of remote-viewing structures on the Moon for a secretive "Mr. Axelrod" rests on him alone, told 20 years later in a book; the SRI program he worked in is documented.

In their own words

“about as high as the Secretariat building at the United Nations”
Ingo Swann, remote viewer, on a lunar tower in Penetration (1998)

In Penetration, Swann wrote that a secretive man he called 'Mr. Axelrod' brought him blindfolded to an underground facility and gave him coordinates on the Moon. He described tread marks, green lights on towers over a hundred feet tall, a huge tower on a crater rim, and in later sessions domes, mining and humanlike beings. Axelrod's group, he said, already knew they were there. He was warned never to talk about it and only did in 1998. His towers are the same order of size as the shadows Max points to in Plaskett U, though Swann gave no coordinates to tie them to one place.

  • ●●
Fits secrecy practice A covert group, by his account.
  • ●○
Access He describes his own sessions.
  • ●○
    Cost of speaking Named.
  • ●○
Character record A documented SRI remote viewer.
  • ●○
Fits the documented skeleton The CIA-funded SRI program is documented.
Against
  • −
Lone source, no corroboration No second witness to the sessions.
  • −
Commercial motive Told in a book.

Plausibility weighs how well an account fits where secrecy hides the documents by design, so missing records never count against it. Strength measures what is documented. Assessed 2026-10-23.

In The picture

The pictureSomeone was here first. Apollo 11’s crew saw the glow at Aristarchus while observers on Earth reported it, astronauts on three missions saw flashes on the Moon that NASA’s Artemis II report confirms, and Cernan watched a distant ‘flasher’. China’s Chang’e-6 brought back far-side soil holding single-walled carbon nano…
The pictureIt isn’t just hardware. AAWSAP at Skinwalker Ranch, Stargate’s remote viewers, Swann’s Moon sessions, Nolan’s study of injured witnesses and the medical cases BAASS followed with blood work and scans all tie the phenomenon to the mind and the body. Insiders seem to have treated consciousness as part of the technology.
