In their own words

“When I arrived, five shaken witnesses described a massive rectangular craft, larger than a football field, that hovered silently for about 45 seconds before shooting away at incredible speed.”
Jeffrey Nuccetelli, former Air Force military police officer, written House testimony, 9 Sept 2025 · source

The story reached the public in two House Oversight hearings. In July 2023, former Navy pilot Ryan Graves, under oath, relayed an account from an unnamed witness. A large group of Boeing contractors near a Vandenberg launch facility saw a red square about 100 yards on a side come in from the ocean, hover low over the facility for about 45 seconds, and dart off over the mountains. Later that day, objects approached security guards. In September 2025, retired Air Force military police officer Jeffrey Nuccetelli gave written testimony. He dates the event to 14 October 2003 and places it over two missile-defence sites. He describes that night's follow-on event, which he responded to, and further incidents through 2005. Both say official records exist, held by the witness (Graves) or by AARO and the FBI (Nuccetelli). None has been released or seen. The two accounts differ on key details, and no contractor eyewitness has testified publicly.

Plausibility weighs how well an account fits where secrecy hides the documents by design, so missing records never count against it. Strength measures what is documented. Assessed 2026-10-23.

On the record

  • Graves, 26 July 2023 (sworn oral testimony): "In the 2003 timeframe, a large group of Boeing contractors were operating near one of the launch facilities at Vandenberg Air Force Base when they observed a very large 100-yard sighted [sic: sided] red square approach the base from the ocean and hover at low altitude over one of the launch facilities. This object remained for about 45 seconds or so before darting off over the mountains." "There was a similar event within 24 hours, later in the evening. This was a morning event, I believe 8:45 in the morning. Later in the evening, post sunset, there were reports of other sightings on base including some aggressive behaviors. These objects were approaching some of the security guards at rapid speeds before darting off, and this is information that was received through one of the witnesses that have approached me at Americans for Safe Aerospace." Asked whether it was officially documented: "Yes. They had official documentation and records from the event that the witness held over the years." "This object was estimated to be almost the size of a football field."
  • Nuccetelli, written testimony, 9 Sept 2025: "Between 2003 and 2005, five UAP incidents occurred at Vandenberg Air Force Base ... Each incident was witnessed by multiple personnel, documented, investigated, and reported up the chain of command." "I personally witnessed one of these events and investigated others. Six other service members — all direct eyewitnesses — have provided the information I share today." "The incursions began on October 14, 2003, when Boeing contractors reported a massive, glowing red square silently hovering over two missile defense sites. After several minutes, it drifted east and vanished behind the hills." "Official Air Force records documenting it are now held by AARO and the FBI." "Later that night, while I was on duty, security guards at a critical launch site reported a bright, fast-moving object." He gives radio traffic: "It's coming right at us… now it's right here!" / "It took off — it's gone!". "When I arrived, five shaken witnesses described a massive rectangular craft, larger than a football field, that hovered silently for about 45 seconds before shooting away at incredible speed." About a week later, a patrol saw a light over the ocean and launched an armed response; the object "descended, hovered briefly or landed, then vanished". "The witness was later threatened and told to kept quiet." In 2005, a patrol reported "a massive triangular craft, larger than a C-130, hovering low over the main base". His own off-duty sighting was of a blue-white orb about 200 ft over his house. No date is given.

Claims

A red square about 100 yards across hovered over a launch facility (the contractors' account. It reaches us secondhand two ways: from unnamed Boeing contractors through an unnamed witness to Graves (2023), and from the contractors' report through Air Force channels to Nuccetelli (2025). No contractor has been named or has testified.)secondhandLead
A rectangular craft larger than a football field hovered for about 45 seconds at a launch site that night. Nuccetelli is firsthand to the radio traffic and to the witnesses' state, and secondhand to the craft (five unnamed security guards).firsthandLead
Air Force records of the events exist and are held by AARO and the FBI (claim (Nuccetelli). Not confirmed by AARO or the FBI in anything I found.)firsthandLead
The witness who approached Graves kept "official documentation and records (secondhand claim (Graves). Not produced.)secondhandLead
A witness was threatened into silence after the second event (secondhand claim (Nuccetelli). Unnamed.)secondhandLead
Grant Best, another former Vandenberg military police officer (2002-2008), has also spoken about the events (from a Reddit post and video. Not checked; anonymous-to-us.)anonymousLead
