BAASS Project Management Plan for DIA (2 December 2008)

The program plan that Robert Bigelow's BAASS delivered to the Defense Intelligence Agency in December 2008 under the AAWSAP contract. In DIA's own contract file the contractor writes that crashes of novel spacecraft outside the United States are 'substantiated with testimony', asks DIA to get the high-sensitivity Blue Book files and trace evidence at Los Alamos, to sit in on interviews with about ten people tied to the retrieval of hardware and biological material, and to lobby for 'biological material of potentially non-human origin'. It attaches the 1947 AMC 'Flying Discs' memo, the 2002 sealed affidavit of the Roswell base information officer, and a UK file on the 1957 Manston intercept.

Overview

  • On the record: a DIA contractor told DIA in writing that several spacecraft crashes abroad were 'substantiated with testimony' and that physical access to hardware was 'imperative'.
  • What it asked for: high-sensitivity Blue Book files and trace evidence at LANL, NORAD data, gun-camera and satellite film, Colares medical files, and non-human biological material for military labs.
  • Exhibits: the 1947 AMC memo, the Roswell information officer's 2002 affidavit and the 1957 Manston F-86D file, all put in front of DIA in 2008.

On the record

  • DOW-UAP-D168, 49 pages, dated 2 December 2008, contract HHM402-08-C-0072; the cover logo is a dark triangle with three corner lights.
  • Ten recommendations to DIA, including the Blue Book 'high sensitivity' files at LANL, NORAD uncorrelated-target data, oral-history interviews on hardware and biological retrieval, and lobbying for non-human biological material.
  • Projects listed: Physics (EarthTech, about 24 papers, the later DIRDs), Engagement, Cooperation, Campus, Database, Oral History, Blue Book Materials, Northern Tier and Colares.
  • Exhibits 1 to 3: the 1947 AMC memo, the 2002 Roswell affidavit and the UK MoD Manston file.

Open questions

  • Who gave the testimony that crashes happened abroad, and did DIA ever act on the request to sit in on the oral-history interviews?
  • Did DIA obtain the LANL Blue Book material or trace evidence, and is any of it in the OSAP reports DIA has located?
