The legacy program

UAP Gerb's central story: from 1947 one national effort, modelled on the Manhattan Project and run by a control group hidden inside the NSC's covert-action chain, recovered and studied non-human craft. At his turning points (Carter's 1978 order, the 1993 'Last Supper' mergers, the 1994 hand-over to a committee of 27, the IRAD breakaway of the 2000s) it split into branches held by the Air Force, the Navy, the CIA and NRO, FFRDCs and the prime contractors. The framework is his; the dates it hangs on are checkable, and each event below carries its own grade.

The claim, in UAP Gerb’s words

“Legacy programs are defined as the once national effort, now severely siloed and compartmented covert activity structure that's tasked with the retrieval, storage, exploitation, derivation, and reverse engineering of nonhuman technical vehicles and their occasional biological occupants.”12:58

The national program

This branch rests on: uap gerb’s reasoning
One unified effort with one mission, run by a control group hidden inside the NSC's covert-action chain (10/2, then 5412, then the 303 Committee). Modelled on the Manhattan Project.
What it held. AEC labs (Los Alamos, Sandia), Air Materiel Command at Wright Field (the 'Blue Room', per Gerb), the Army's Foreign Technology Division, then MITRE (1958) and Aerospace (1960).

How it unfolds: three eras

Each era is grounded with an “estimate of the situation”: one credible person's account of how things stood at the time.

1933–1977

The golden age

One national effort with one mission, run from inside the NSC. Manhattan Project 2.0 (1947-54), then the R&D boom of 1958-63.
Estimate of the situationWilbert Smith and Robert Sarbacher, 1950: 'The most highly classified subject in the United States government, rating higher even than the H-bomb.'35:32

1978–1993

The Cold War reorganization

Carter's 1978 order forces NSC review, so the programs scatter into cover programs, FFRDCs and the Air Force. SDI money, Yellow Fruit, the 'Last Supper' mergers.
Estimate of the situationJ. Andrew Kissner, 1994: Several craft recovered at Roswell and White Sands in May-July 1947; custody vested in civilian hands by classified order in 1948.1:46:32

1994–now

The modern era

Control passes to a committee of 27; the primes break away on their own money; silos so tight that 40 to 50 people see across them. Perhaps a disclosure era from 2023. Grusch says the Air Force's share runs as the 'night job' of a NASIC analyst.

How plausible · Moderate

A coherent model built on real documents (NSC directives, executive orders, GAO and SAP oversight records) with named witnesses at key points; the middle layers rest on Gerb's unnamed sources and his own reasoning, as secrecy would require.

  • ●●

Against
  • −
Lone source, no corroboration Much of the 1994-on structure rests on his unnamed sources.

Plausibility weighs how well an account fits where secrecy hides the documents by design, so missing records never count against it. Strength measures what is documented. Assessed 2026-10-23.

Overview

  • One program, many branches: a single 1947 national effort that split at dated turning points into military, intelligence and contractor branches.
  • Hung on the record: laws, NSC directives, executive orders and SAP oversight memos mark the forks.
  • Graded throughout: each event is marked on the record, named witness, unnamed insiders or Gerb's own reasoning.

Open questions

  • Which branch holds the material today is Gerb's reading of who could hold it; no branch is confirmed by a document.
  • The 1994 committee of 27 rests on unnamed sources.
