Deputy Secretary of Defense memo creating the SAPOC (5 January 1994)
The January 1994 Pentagon memo that set up today's oversight of special access programs: a committee chaired by the Deputy Secretary of Defense, with a Senior Review Group beneath it. Several of its first members had ties to SAIC. UAP Gerb's sources say 1994 was the last year the legacy programs had central leadership, and he reads the new structure as the gatekeeping layer described in the Wilson-Davis notes.
Overview
- On the record: Perry's 5 Jan 1994 memo created the SAPOC and its Senior Review Group; Deutch chaired it; SAIC people sat near the top.
- The claims: 1994 was the last year of central leadership (Gerb's sources); a mid-1990s 'shred party' (Grusch).
- Gerb's hypothesis: this is the gatekeeping layer of the Wilson-Davis notes.
