Senate Majority Leader Chuck Schumer and Senator Mike Rounds introduced a bill modeled on the JFK Records Act. It would have created a presidential review board and given the government eminent domain over 'technologies of unknown origin and biological evidence of non-human intelligence' held by private companies. That wording told many people the Senate believed such things existed. The House stripped the core of the bill from the final defense law, and backers have reintroduced it since.
