Organization
National Underwater Reconnaissance Office (NURO)
- On the record: a CIA and Navy undersea reconnaissance office with documented submarine-recovery missions.
- The claims: Inman headed it; Gaffney began there; an official tied it to covert operations in Swedish waters.
- Gerb's model (hypothesis): it helped the NRO recover craft downed at sea.
The secret CIA and Navy office formed after the 1968 loss of the Soviet submarine K-129 as the NRO's undersea twin, running submarine recovery, cable tapping and seabed intelligence with ships like the Glomar Explorer and NR-1. Bobby Ray Inman says he directed it from 1974, and Glenn Gaffney started his career there. UAP Gerb thinks it worked with the NRO on recovering craft downed at sea.
On the record
- K-129 recovery and the Glomar Explorer (Project Azorian).
- Inman's own statement that he headed NURO from 1974.
- The CIA and Navy tug of war over control.

The National Underwater Reconnaissance Office was set up by agreement between the CIA and the Navy as the NRO's undersea counterpart, under DCI Richard Helms, after the Soviet submarine K-129 sank off Hawaii in 1968. Gerb gives 1969 as its founding year, with Navy Secretary John Warner later its director.National Reconnaissance Office (NRO)Central Intelligence AgencyfirsthandSourced, unconfirmedBlind Man's Bluff and Jeffrey Richelson (cited by UAP Gerb)
Its missions included recovering sunken submarines such as K-129, tapping Soviet undersea cables (Ivy Bells), mapping the ocean floor and collecting imagery and SIGINT from submarines; its craft included USS Parche, USS Halibut, NR-1, USS Jimmy Carter and the Glomar Explorer.firsthandSourced, unconfirmedpublished histories (cited by UAP Gerb)
NURO sat between the CIA Directorate of Science and Technology and the Office of Naval Intelligence; 'from the day NURO was formed, the CIA took charge', but by 1972 the Navy had regained some control.
