The legacy-program timeline (Gerb's model)

UAP Gerb's 80-year timeline of the 'legacy program', the network he believes has held recovered craft since 1947. He divides it into three eras and hangs each on public dates: the 1947 National Security Act and the 1954 Atomic Energy Act, the 1978 executive order on special activities, the 1994 overhaul of special-access oversight. The dates are on the record. The connections between them, and the program itself, are his analysis, supported in places by named witnesses and anonymous sources.
